DOGC maintains a well history database for each well containing data relative to the permit, operator, well location, pertinent dates and well completion. Currently, there are 130,691 wells stored online. This information is shared with the Kentucky Geological Survey (KGS) to assist in the compilation of oil and gas data.
At the close of 2007, the DOGC employed 20 field inspectors, four field supervisors and 12 administrative staff personnel.
A list of permits issued identifying the permit number, operator name, farm name, county, Carter Coordinates and target formation is updated weekly and can be accessed here.
- The division issued 1,991 permits, primarily for new wells. This includes permits for the deepening or reopening of existing wells.
- The top five counties receiving permits, in descending order, are: Metcalfe, Letcher, Knox, Adair and Green. These counties accounted for 34 percent of the permits issued.
- Oil and gas operators transferred wells from one operator to another for a total of 2,627 wells.
- The division approved 1,187 gathering line applications.
- 91,000 gathering line and flowline segments were digitized and incorporated into the DOGC database.
- There were 718 new bonds posted totaling $2,713,703.
- A total of $744,000 was released as a result of proper abandonment or transfer to a successor operator.
The division inspectors conducted 9,799 well site inspections and 1,302 gathering line inspections, resulting in 2,786 violations. Of these:
- 305 were corrected and cleared;
- 148 resulted in forfeiture;
- remaining are in pending status due to a granted extension or a forfeiture in progress.
The amount of forfeited bonds was $238,000. The division plugged 145 abandoned wells with funds from the abandoned well plugging fund for a total of $433,853.55. This resulted in an average plugging cost for the year of $2,992.09 per well.
